Canada Conditionally Opens to Some Vaccinated Travelers in Phase I of Eased Travel Restrictions

Canada will begin the first phase of reopening its borders early next month. As of July 6, 2021, fully vaccinated travelers who are Canadian citizens or permanent residents will be permitted re-entry to Canada without federal quarantine requirements or COVID-19 testing on day-8. Also, fully vaccinated passengers arriving by air, who again meet certain criteria, will not be required to stay in a government-approved hotel. Restrictions on most foreign nationals and all non-essential travel has been extended through July 21, 2021. Non-essential travel includes tourism and leisure travel, which means hunting travel.

Vaccinated travelers must meet a variety of requirements, including pre- and on-arrival testing. They must also be asymptomatic and provide COVID-19 related information electronically through ArriveCAN prior to arriving in Canada. A suitable quarantine plan is required in case agents at the border determine the traveler does not meet all the conditions required to be exempt from quarantine. They must also follow all other public health measures in place, such as wearing a mask in public and keeping a list of close contacts for 14 days after entry to Canada.

Fully vaccinated means a traveler must have received the full series of vaccine shots at least 14 days prior to entering Canada. They must provide paper or digital documentation proving vaccination in English, French or with a certified translation. Travelers may have been vaccinated in any country, although Canada will accept only vaccinations manufactured by AstraZeneca, Johnson & Johnson, Moderna or Pfizer.

Travelers who are not fully vaccinated or do not meet all of the above criteria must adhere to previously announced border measures, including testing and quarantines. See our February 16 post, Canada Implements More Border Entry Requirements for those details.

Before planning a trip to Canada, travelers should also check for any restrictions imposed by the province they plan to visit. For restrictions by province check the links below.
